Liquor is one of the best factories in the game, I tend to have one in every state as they rarely if ever fail, every pop needs liquor. It also has a decently sized fishery and lots of grain, good for liquor. Korea is a fairly easy to annex bastion of about 3-4% of the worlds coal and iron that may not sound like much but it is. Other resources are needed for industry too of course as inputs, but not NEARLY as much as the ones mentioned. The name of the game is industry and to maintain a good and profitable industry you need high population and access to the materials mentioned above. Early game there won't be any rubber or oil, many tropical wood provinces will flip to rubber. Coal, iron, sulphur, precious metals, rubber and oil are all the most sought after resources, all are vital to industry (except precious metal which just generates tons of money). What you want is valuable resources, Portugal has none.
